Hypothesis
Centralized political systems are more likely to torture criminals (p.93).
Note
Centralized political systems groups together all of the state societies and compares them to tribes without feuding, and tribes with feuding grouped with bands. Torturing criminals is rare altogether, with only 30% of societies for which there are data employing torture.
